Article 338 of the Constitution provides for the appointment of a Special Officer for Scheduled Tribes and Castes by the President, who is commissioned to investigate and report to the President on all matters relating to the constitutional safeguards on Scheduled Tribes and Castes. A National Commission for Scheduled Castes and Scheduled Tribes was subsequently created to take over these responsibilities.
The Special Officer who was designated as Commissioner for SCs & STs was assigned the duty to investigate all matters relating to the safeguards for SCs and STs in various statutes and to report to the President upon the working of these safeguards. In order to facilitate effectiv functioning of the office of the Commissioner for SCs & STs, 17 regional offices of the Commissioner were set up in different parts of the country.
The West Bengal Commission for Backward Classes was set up in terms of "The West Bengal Commission for Backward Classes Act, 1993". |
